How much sleep does a toddler need every day?

We have a 19 month old toddler that seems perpetually tired. When he wakes up in the morning, he is cranky as if he hasn't slept enough the night before. But, he takes a regular nap from 11:30 am to 1:30 pm and he has a regular bedtime of 8:00 pm. On the average, he is sleeping 12 to 14 hours a day. How much sleep is he supposed to be getting everyday? Is there any way to help him rest better when he is asleep? Should we change his sleep schedule to help him wake up easier?

According to wikipedia here is the sleep pattern breakdown:
I believe it to be accurate. My 2 toddlers sleep within this range and they are healthy and energetic. Stick to a regular schedule and try not to deviate from it too much. Limiting sugary foods and stimulating activity several hours before bed will help too.

1–3 years 12–15 hours
3–5 years 11–13 hours
5–12 years 9–11 hours
Adolescents 9–10 hours26
